Fraser has a diverse and extensive background in emergency management. Fraser spent more than 20 years in the United States Navy, where he served as Commanding Officer of USS UNDERWOOD (FFG 36) during Operation Iraqi Freedom. He also served as the Commissioner of the Boston Fire Department from 2006 to 2014. In addition, Fraser was a member of the technical committee that worked on the NFPA 1600®, Standard on Disaster/Emergency Management and Business Continuity/Continuity of Operations Programs.
